1: Responsibilities
1.1 Race Committee
The Race Committee will meet as required to amend the Race Rules to ensure a fair and enjoyable Race series
1.2 Race Director
The Race Director runs the Club Race Series. He overseas the application of the Race Rules and ensures the races are run in the spirit of the agreed format. His day to day responsibilities include making available to members up to date: Racing Rules; Weekly start sheet; Weekly results sheet; Timekeeping roster; Resolution of protests
1.3 Timekeepers
Timekeepers will set up and pack away timekeeping equipment. Be ready 30 minutes before race start. They are to collect monies and record times on the start sheet provided and ensure the races are started on time. All paddlers are to be accounted for at completion of the Race.
1.4 Insurance coverage
All paddlers must be insured. Proof of membership needs to be shown, before your first race so your registration number can be entered.
1.5 Safety
1.5.1 The Race Committee will be responsible for determining whether river/weather conditions are satisfactory for the conduct of the Race, in accordance with the WCC Risk Assessment Policy as amended.
1.5.2 At Race registration, all competitors will be advised of any special requirements imposed by the Race Committee
1.5.3 Race Numbers to be called at completion of race
1.5.4 The Paddler immediately behind a fallen paddler must stop and render assistance. All paddlers following from the assisting paddlers division must also stop. You must remain with the fallen paddler till he has completed his return to the race or until the safety boat can take over rendering assistance. It is expected you can continue your divisional race, allow time gaps in your restart to mirror when you stopped.
2: Eligibility for Entry
2.1 Eligibility to race is open to everyone provided that the entry fee (insurance fee if applicable) is paid prior to the race.
2.2 Only Windsor Canoe Club members will be eligible for a race place and points. A double combination with one visitor paddling is acceptable.
2.3 Junior paddlers must complete the Junior Development Program’s “Kayaking Basic’s Skills Certificate” before being eligible to race
3: Paddler Ranking
3.1 Paddlers PB (personal best) time from the previous season will be used to determine first race placement in a division and starting PB.
3.2 Divisional Winners from previous season are required to start one division faster than they won.
3.3 Single paddlers without a PB time should use the Ranking table (refer to 3.8) as a guide to selecting their division for the first race.
3.4 Double Combinations without a PB time should position themselves:
3.4.1 If both paddlers are the same division, then one division faster.
3.4.2 If paddlers are from different divisions, then one division slower than the fastest paddlers division.
3.5 New paddler’s selection of a division will be at the discretion of the Race Director.
3.6 Any paddler can compete in a faster division if they choose. Ranking will be adjusted as per the following :
3.6.1 If time is outside that divisions median time window, then a WD (wrong division) is issued , 1 participation point awarded and immediate return to original division
3.6.2 If time is inside that division’s median time window, the paddler remains in that division and receives full place and points.
3.7 Any paddler can compete in a slower division if they choose. But a WD (wrong division) is issued, 1 participation point awarded and immediate return to original division.
3.7.1 If time falls inside the slower division’s median time window, time will count as per rule 4.2
3.8 Ranking table
This is used to position a paddler into the correct division

6 Short course novice paddlers
These times are calculated around a course of 7.8 Klm approx.
The short course will be 4 laps, bridge pylon to upstream turn buoy. Approx 4.0 Klm
4: Automatic Rankings
4.1 A paddlers will automatically move to a faster division if his race time is faster than or falls inside that median time window. (Refer to 4.3 median time window explained)
4.2 A paddler will automatically move to a slower division if his race time is slower than or falls inside that median time window for two consecutive races. (Refer to 4.3 median time window explained)
4.3 The median time window is the middle person’s time in a division. Example, if there are 5 paddlers in the division the third paddler’s time is the median time. If there are 6 paddlers then it will be paddler 4. The windows are created by adding plus and minus 30 seconds to the median time only finishing times are used (no DNF’s).
4.4 Minimum 3 paddler’s times used to create a median time window.

5: Starting Times
1st start = 6:30pm Div 5
2nd start = 6:32pm Div 4
3rd start = 6:34pm Div 3

6: Points Score
6.1
1st place = 5 points
2nd place = 4 points
3rd place = 3 points
4th place = 2 points
All other competitors = 1 point
DNF (did not finish) paddlers = 0 points
6.2 Division 6 has participation points only with no automatic ranking. This division is a short course so is not compatible with the other distances.
6.3 Personal best (PB) efforts in all divisions receive 1 point. These points are tallied separately and are used to determine most improved male and female and doubles trophies for the season.
6.4 Individuals and not the craft receive the points. Individuals in a double will each receive full points.
6.5 All combinations will be scored separately, allowing PB points to be scored for each combination. Place points will be transferred across to each individual paddler at the end of the season.
6.6 Stopping to help a fellow competitor will be given a time adjustment by the Timekeeper, provided an accurate time estimate and backed up by a witness, can be supplied at the race completion.
6.7 Timekeepers and Safety boat operators receive 1 participation point with previous weeks ranking maintained.
6.8 Bringing your own replacement Timekeeper so you can Paddle is quite acceptable.
6.9 Extra Timekeeping duties receive 1 participation point with previous weeks ranking maintained.
6.10 DNF paddlers receive 0 participation points with previous weeks ranking maintained.
7: Calculating Divisional Winners
7.1 5 worst scores to be dropped at end of competition. This allows for up to 5 non attendances.
7.2 Minimum of 50 % of the races + 1 race (after 5 races dropped) are required to be paddled in a single division to be eligible as the divisional winner. Points earned in one division can be carried to another division. DNF’s do not count.
7.3 Highest point scorer for each division wins. Tied winners both receive trophies
8: Penalties
8.1 There is a penalty deduction of 2 points for failure to Time keep on the rostered day. It is your responsibility to organise a swap if you are unable to attend.
8.2 A 1 minute time infringement can be issued for the following:
8.2.1 Not keeping right of bridge centre; the 8 knot speed sign marks this.
8.2.2 Not rounding a turn buoy in an anticlockwise direction.
8.2.3 Moving downstream of finish line at completion of the race
8.2.4 Unsportsmanlike like behaviour
8.2.5 Moving start (a moving start will be allowed provided the paddler is no closer than 10mtr from the start line)
9: Protest
9.1 A Protest must be made in writing no later than 3 days from posting of the weeks results.
9.2 The Race Director will register your protest and provide assistance to members as to the interpretation of the rules. Where ambiguity exists, he/she will consistently apply the Committee’s interpretation, providing advice to members, whilst making efforts to have wording corrected.
9.3 Where the Race Director finds that the Race Rules have been incorrectly applied or disregarded, he will uphold the protest and have the results changed and advise all members of the results change.
9.4. Where the Race Director finds that the Race Rules are inadequate to decide on the protest he will defer the protest to the Committee for interpretation and or rule change. Protests deferred to the Committee will not change the results of the day, the Race Director’s decision on the night will stand, but changes will come into effect after the Committee determination.
9.5. Where a member’s protest is not upheld because of a specific rule or the interpretation of the rule, or if a member discovers that the current rules do not cover a specific aspect, the member may apply in writing to request that the Committee consider improving the rules or add an additional rule to cover the specific circumstance.
